I take this opportunity of referring to Mr.
MacDonald's despatch No. 170 of 10th May, 1940, regarding
certain enquiries made by Mr. H. W. Looker.
Since the
replies to Mr. Looker's questionnaire are contained in
the enclosures to my present despatch, I venture to
defer further detailed replies thereto until Your
Lordship's decision on the représentations of the Hong
Kong General Chamber of Commerce has been given.
